Ulsan finds illegal waste dumping with the introduction of HD video surveillance


The City of Ulsan finds great success in cracking down on illegal waste dumping with the introduction of HD video surveillance 
- Nam-gu district detects 6 illegal acts in just one (1) month from the installation of HD CCTV cameras 
- A total of 93 CCTV cameras in use as of the end of March… 33 cameras will be additionally installed in April 

This year, Ulsan City has come up with ‘A Way of Installing and Operating Illegal Waste Dumping Surveillance Cameras’ to stop illegal waste dumping and build clean Ulsan. As a result, there have been some visible achievements. 

Since most waste dumping CCTV cameras haven’t had enough resolution to defect the illegality, the municipal government has installed and operated ‘high-resolution CCTV cameras’ to prevent the illegal waste dumping. 

As of the end of March, a total of 382 illegal waste dumping surveillance cameras are in operation (27: Jung-gu, 93: Nam-gu, 12: Buk-gu, 250: Ulju-gun). Among them, 93 cameras have been replaced with HD resolution CCTV cameras. 

Specifically, 62 cameras have been replaced with HD cameras until the end of February and operated under a new system in Nam-gu. As a result, 6 illegal acts have been detected. Among them, two acts were subject to a fine while the rest (4 illegal acts) are under objection. 

Nam-gu has installed 2-3 HD CCTV cameras in each site to use 1 camera to film the dumping site and 1-2 camera(s) to monitor the adjacent road. 

___ (Yaeum-dong, Nam-gu) was caught while dumping waste in a common plastic bag at night instead of in a volume-based (pay-as-you-go) waste bag. ____ was also caught after dumping waste around 9 o’clock in the morning even though wastes should be dumped from the sunset to 03:00. 

Encouraged by this success, the municipal authority plans to additionally install 33 HD resolution CCTV cameras (18: Buk-gu, 15: Ulju-gun) in April. 

An official from the City of Ulsan said, “The purpose of the CCTV surveillance cameras is not just imposing a fine to the law violators. We just want to make people aware that they would be punished if they litter or commit illegal dumping.” He added, “We hope that citizens sort wastes for recycling and dump the rest in a volume-based (pay-as-you-go) waste bag.” 

Meanwhile, a total of KRW 57.4 million was charged as a fine because of 357 illegal acts last year. In terms of report reward for illegal dumping, KRW 4,220,000 was paid on 52 illegal acts. This year, KRW 15,460,000 has been charged as a fine for 100 illegal acts so far. For report reward for illegal dumping, KRW 2,020,000 has been paid on 30 illegal acts.
