Conclusion of MOU to Support Marriage Immigrants from the Philippines

The MOU for sound international marriage and supporting marriage immigrants was executed at 11:30 a.m. on March 13 (Tuesday), 2012 by and between the Ministry of Gender Equality and Family of Korea and the Commission on Filipinos Overseas at the conference room of the Ministry of Gender Equality and Family (MOGEF). 

* CFO(Commission on Filipinos Overseas): An organization directly attached to the President of the Philippines. CFO is in charge of educating Filipinos scheduled to emigrate overseas for labor or marriage (establishment and development of policies on the overall overseas emigration). 

With the increase of marriage between Korean men and Filipino women, the MOU mainly intends to make international marriage sound and to provide the opportunity to learn Korean language and vocational training which is necessary to adapt to the life in Korea. 

* Number of marriage cases (Korean men +Filipino women) : 502 cases(’01) → 980 cases(’05) → 1,906 cases(’10) 
* 12,000 marriage immigrants from the Philippines (5.7% of the total marriage immigrants of 210,000 people, as of January, 2011) 

The governments of both countries will jointly operate prior education program in the Philippines for those who are going to emigrate for marriage, promote the exchange of exact personal information and improve illegal international marriage practices. 

* Prior education program before entry into Korea: Early adaptation programs for marriage immigrants' life in Korea including understanding on the life and culture of Korea and basic Korean language 
* Current local prior education centers: 5 units in 3 countries (3 units in Vietnam, each one unit in the Philippines and Mongolia) 

MOGEF Ministry Kim Kum-lae expressed, “This MOU is expected to build sound international marriage culture and to notably improve the rights and interests of marriage immigrants between both countries. Through working-level meeting, MOGEF will try to realize the actual result of MOU including the expansion of the prior local education program.” 

After concluding the MOU, the Chairperson of CFO, Imelda M. Nicolas, will visit Seodaemun Multicultural Family Support Center so as to inspect the operation of the Center and to have conversation with marriage immigrant women from the Philippines for exchanging diverse opinions on the life in Korea. 

<Main contents of MOU> 
-To establish prior education program in the Philippines for Filipino women 
-Annual exchange of opinions between the officials to discuss projects and programs 
-To improve rights and interests of marriage immigrants by providing protective program and vocational training 
- To exchange information and promote understanding on the law, regulation, policy, culture and society on marriage immigrants and multicultural family 
- To jointly decide other cooperative activity by negotiation of both parties
