The City of Ulsan named as the best local authority in terms of budget efficiency

The City of Ulsan was named as the best local authority in terms of budget efficiency in 2013. 

The municipal government announced that it received Presidential Prize and Prize of Minister of Security and Public Administration at Local Authority’s Budget Efficiency Awards 2013 (organized by Ministry of Security and Public Administration and Seoul Daily News) which was held at Central Government Complex in Seoul on November 29. 

The Local Authority’s Budget Efficiency Convention is an event to assess the budget management of local authorities in three categories; reduction of annual expenditure, increase in annual revenue and improvement of fund operation efficiency. This event has been held annually to share the success stories of saving budget with an innovative idea. 

This year, the local authority’s budget efficiency cases have been thoroughly examined by Ministry of Security and Public Administration. Then, a total of 26 cases were chosen. Among them, 10 excellent cases were finally selected and announced. 

Ulsan City received Presidential Prize with ‘reduction of production cost for tap water through the establishment of block system’ in reduction of annual expenditure and Prize of Minister of Security and Public Administration with ‘increase in revenue through direct operation of the landfill gas utilization project in Seongnam Domestic Waste Landfill’ in increase in annual revenue. 

In terms of ‘reduction of production cost for tap water through the establishment of block system,’ in particular, the local government has saved 19.6 million tons of tap water and KRW 103.7 billion and deceased carbon emissions by 639.5 tons for about a decade by increasing accounted water rate from 72.4% to 89% through the operation of the block system since 2001. 

Regarding ‘increase in revenue through direct operation of the landfill gas utilization project in Seongnam Domestic Waste Landfill,’ in addition, Ulsan City has operated the operated since October 2012 and created KRW 600 million of non-tax revenue. 

Thanks to these achievements above, the City of Ulsan will get shared tax incentives. A total of 26 success stores will be published as a book, and it will be distributed to local authorities around the nation. 

Meanwhile, the municipal authority already received KRW 150 million of shared tax in reduction of annual expenditure last year.
